To learn this, you must meet these criteria:
1. Have LF2 FPS Changer: Download here: http://www.megaupload.com/?d=NCV5RZKT
2. Be patient while training to control your character in lag
3. Not blaming your keyboard

Very Important Things:
To control your character in lag, you must hold each buttons longer
If your character still not move, it means that you must hold the buttons even longer.
The heavier the lag is the longer you need to hold each buttons to control your character

How do I know how long I must hold the buttons?
You must hold the buttons until the sprites moved.

How to run:
1. Hold the right(or left) button until the sprites move
2. Release and wait until the sprites move
3. Hold the right button until your character run

How to perform Special Moves:
The common way to perform this action is to hold the Defend button, followed by the other buttons.
The only important thing is to hold the buttons long enough
In addition, you can do, for example, Davis' strafe punch (DvA) by holding all the three buttons at the same time. This will cost you less time to perform the move. This also enables the 'Sliding-Technique', where you can perform Davis' special moves while running.

These things needs more understandings than reading this guide.
You must try these things. Best is to practice on running, then do dash attacks, since it is the most common attack while playing in lag. After you master it you will want to learn how to perform special moves.

Open LF2 then when selecting your character open the FPS Changer and set to 10 or 6 FPS to start practicing on lag.

Honesty is the best policy.
